Why this matters now
In Ireland, non-compliance is a criminal offence — not an administrative fine.
The EAA was transposed here by the European Union (Accessibility Requirements of Products and Services) Regulations 2023. That instrument sets accessibility duties for consumer-facing digital services and attaches penalties to them. Enforcement has been live since June 2025.
- €60,000
- Maximum fine on conviction on indictment under S.I. 636/2023. Summary conviction carries up to €5,000.
- Personal
- Company officers can be held personally liable where an offence was committed with their consent or through their neglect.
- 10+
- Service providers with fewer than 10 staff and under €2m turnover are exempt — but must document why they rely on that exemption.
What you get
A prioritised fix list, not a wall of machine output.
Raw scanner exports list hundreds of warnings with no sense of what matters. Every EAA Ready report is sorted by legal exposure first: the things that stop a customer completing a purchase come before the things that merely annoy an auditor.
| Criterion | What we check | Why it matters |
|---|---|---|
| 1.1.1 | Text alternatives on images, icons and buttons | Screen-reader users hear "button" instead of "Add to basket" |
| 1.4.3 | Colour contrast of text and interface components | The single most common failure on Irish retail sites |
| 1.4.10 | Reflow at 200% zoom and at 320px width | Content disappearing off-screen on a phone |
| 2.1.1 | Full keyboard operation of every interactive element | A customer who cannot use a mouse cannot check out |
| 2.4.7 | Visible focus indicator throughout the journey | Keyboard users lose their place mid-form |
| 3.3.2 | Labels and instructions on every form field | Abandoned carts and failed contact forms |
| 4.1.2 | Name, role and value exposed to assistive technology | Custom dropdowns and modals that announce nothing |
